Professional Bio
Sharmaine Frazier is the State E-Rate Coordinator for Mississippi libraries and a state employee with the Mississippi Library Commission. She has worked with Mississippi’s public libraries since March 1, 2019, providing guidance and support on the E-Rate program. With more than seven years of direct, one-on-one experience with the E-Rate program, she provides hands-on guidance to Mississippi's 53 public library systems, representing 223 library locations, throughout the E-Rate process, from competitive bidding and funding applications to program compliance, post-commitment requirements, and invoicing. Her work also includes helping libraries access and utilize E-Rate funding for broadband connectivity, Wi-Fi, Category Two upgrades, and other eligible technology needs, while working directly with library staff and technology personnel to understand program requirements and identify eligible solutions.
Sharmaine has been a member of the American Library Association's E-Rate Task Force since July 2023. Her experience as a state library E-Rate coordinator is grounded in the program's day-to-day realities, with a focus on helping libraries understand its requirements and successfully navigate the E-Rate process.
