Professional Bio
Matthew Baker is Deputy Division Chief in the Telecommunications Access Policy Division
within the Wireline Competition Bureau at the Federal Communications Commission. Matt
manages the E-Rate program, one of four programs that make up the Universal Service
programs. He previously managed the Rural Health Care program and the USF Contributions
program.
Prior to joining the FCC, he practiced communications law at a multinational law firm. Matt
received his J.D. from The Catholic University Columbus School of Law and his B.A. from the
George Washington University Elliott School of International Affairs.
