Jessica Fowler is the Vice President of Business Development for the Northeast at Vivacity Infrastructure Group, where she leads strategic initiatives to drive growth and strengthen the company’s footprint across the region. With over a decade of experience in communications infrastructure, Jessica brings a deep understanding of broadband expansion, community partnerships, and market development.

Prior to joining Vivacity, Jessica held leadership roles at Lit Communities/Lit Fiber, Project Delivery Associates, and NorthwestConneCT. Her career is marked by a consistent ability to deliver results through innovative strategies and strong client relationships, earning her a reputation as a trusted leader in the industry. As Chief Client Officer at Lit Fiber, she played a key role in guiding nationwide fiber network expansion and aligning efforts with local municipalities.

Jessica holds a Master’s in Public Administration from Bernard Baruch College and is known for her community-first mindset, operational expertise, and passion for delivering broadband solutions that enable economic and social advancement.

At Vivacity, she is continuing her mission to connect people, places, and opportunities—helping communities thrive through modern infrastructure and meaningful partnerships.
