Jennifer Skow

Jennifer Skow is the Digital Equity Coordinator for Arlington County, Virginia, where she created and leads the County’s Digital Equity Initiative. In two years, she created the Initiative, launched a $500,000 annual digital equity grant program, and established a local Digital Equity Coalition with 100+ members, including government, nonprofit, technology, education, and community partners. She has also worked to integrate digital equity into other policies and programs, expanding its reach beyond a standalone initiative.



Jennifer brings a background in affordable housing policy and real estate development, which has shaped a people- and impact-centered approach to her work. She sees digital equity as more than a technology issue; it is also about how communities, institutions, and government work together to solve problems. Her approach is to use the County’s role and resources to bring people to the table, help raise awareness about needs, strengthen the work already happening in the community, and help partners take the lead.
