Professional Bio
Jennifer Mensah is an Attorney Advisor on the Federal Communications Commission’s E‑Rate team in the Wireline Competition Bureau. In her role, she provides legal analysis, policy development, and program oversight to ensure the E‑Rate program operates with transparency, integrity, and strong protections for participating institutions. Jennifer served as a key contributor to the Promoting Fair and Open Competitive Bidding in the E-Rate Program Report and Order, helping with legal drafting, analysis, and inter‑bureau coordination to support the Commission’s efforts to increase program integrity and improve program efficiency in the E-Rate procurement process.
Prior to her current role, she was worked in the Enforcement Bureau in the Telecommunications Consumers Division where she investigated violations of the Commissions’ accessibility rules. She received her J.D. from the Ohio State University Moritz College of Law and B.A. from the University of Illinois Urbana-Champaign.
