Professional Bio
Gabriela Gross is Special Counsel in the Federal Communications Commission’s (FCC) Wireline
Competition Bureau where she works on universal service and broadband access policy matters,
with a particular focus on the E-Rate, the Emergency Connectivity Fund, and the Cybersecurity
Pilot programs. Prior to serving as Special Counsel, Gabriela was Deputy Division Chief of the
E-Rate program where she worked on policies supporting broadband connectivity for schools
and libraries.
Before joining the FCC, Gabriela served as Associate General Counsel at the Universal Service
Administrative Company (USAC) where she worked on the Rural Health Care Program and
universal service contribution matters. She received her J.D. from the American University
Washington College of Law and her B.A. from the University of Virginia.
