Ernesto Falcon is the Program Manager for the Communications and Broadband Policy Branch at the Public Advocates Office within the California Public Utilities Commission. His team focuses on protecting customers of communication companies in California by analyzing and recommending solutions in several areas, including improving service quality, advancing broadband access and affordability, and participating in CPUC and legislative proceedings to address customer needs and challenges.
Ernesto was the former Senior Legislative Counsel at Electronic Frontier Foundation with a primary focus on intellectual property, open Internet issues, privacy, broadband access, artificial intelligence, and competition policy. He represented EFF’s advocacy, on behalf of its members and all consumers, for a free and open Internet before state legislatures and Congress.
Ernesto’s work includes pushing the state of California to pass the strongest net neutrality law in the country, designing California's $7 billion broadband infrastructure law, and leading EFF’s legislative advocacy work on copyright, broadband, artificial intelligence, and innovation. Prior to EFF, Ernesto worked in the United States House of Representatives and for the non-profit Public Knowledge in Washington D.C.
