Carol Mattey is one of the nation's leading experts on universal service, drawing on many years of experience as Deputy Chief of the FCC's Wireline Competition Bureau overseeing the FCC's Universal Service Fund. She recognized more than two decades ago the need for contributions reform, leading FCC efforts to seek comment on alternatives to the current system back in 2002-2003 and again in 2012. From 2014-2016 she actively worked with federal and state regulators in an effort to develop a consensus on how to reform the contributions system.
Since 2017, Carol Mattey has been the Principal of Mattey Consulting LLC, a Washington, D.C. metro area-based consulting firm that advises broadband providers and others active in the telecommunications industry on government funding strategy and execution, public policy advocacy, and regulatory compliance. She authored the 2021 USForward Report analyzing options for contributions reform (a report jointly commissioned by SHLB, NTCA and Incompas), and subsequently called on the FCC to take immediate action to reform and stabilize the USF on behalf of 332 entities representing a broad and diverse group of stakeholders, including public interest groups, communications companies, anchor institutions, and consumers.
