Mr. Mitchell has been practicing telecommunications law since 1999, specializing in federal and state broadband policies and regulation. Since 2010, Mr. Mitchell's practice has centered on rural broadband with a focus on the needs of education and healthcare. He has represented statewide broadband networks that obtained federal grants through the Department of Commerce (NTIA) or through the Federal Communications Commission (FCC) universal service programs. Mr. Mitchell has also represented competitive carriers in various matters before the FCC. Mr. Mitchell practiced at several DC area law firms before hanging up in his own shingle in 2022. From 2003 to 2010 he held various positions at USAC, the company that administers the FCC’s universal service funding programs. Mr. Mitchell grew up in Ann Arbor, Michigan, and is a graduate of the University of Washington in Seattle, and Georgetown University Law Center in DC. He has lived in the Washington DC area since 1994.
